Authorizes the Secretary of Food and Agriculture to suspend event managers from hosting or managing public horse shows or competitions for 90 days to one year for failure to register required events, in addition to existing civil penalties of $100-$2,500.

Makes it unlawful for suspended event managers to conduct public horse shows or competitions during suspension periods, with violators subject to civil penalties for each show held during suspension.
