Amends Education Code Section 52124.3 to modify funding deduction formulas for school districts that fail to implement class size reduction programs for the 2008-09 through 2011-12 fiscal years.

For 2008-09 and 2009-10, establishes graduated deduction percentages (5% to 30%) based on class enrollment levels ranging from 20.5 to 25.0+ students.

For 2010-11 and 2011-12, reduces deductions to 0% for classes with 20.5 to 24.0 students, 30% for classes with 24+ to under 30 students, and 100% for classes with 30+ students.

Limits funding eligibility to the same number of classes for which districts applied as of January 31, 2009, with no additional classes eligible for funding.

Removes the option for districts to choose between two different deduction calculation methods, establishing a single formula for each fiscal year period.
