Amends water conservation requirements for urban retail water suppliers to achieve a 20% reduction in urban per capita water use by December 31, 2020

Requires urban retail water suppliers serving U.S. Department of Defense military installations to consider conservation of those installations under federal Executive Order 13514 in their implementation plans

Permits water suppliers to meet urban water use targets through efficiency improvements across any combination of customer sectors while avoiding disproportionate burden on any single sector

Prohibits ordinances from requiring existing customers to change product formulation, operations, or equipment to reduce process water use, but allows provision of technical assistance and financial incentives for voluntary efficiency measures

Exempts requirements from interfering with public health, public safety, and worker safety standards established by federal, state, or local government
