AB 228 Summary

• Increases the net energy metering capacity limit from 5% to 6% of an electric utility's aggregate customer peak demand, with 1% reserved for large commercial or industrial customer-generators until January 1, 2016.

• Expands eligible customer-generator facility capacity from 1 megawatt to 5 megawatts for solar, wind, or hybrid electrical generating systems.

• Requires electricity fed back to the grid by large commercial or industrial customer-generators to not offset charges for transmission and distribution services.

• Extends the interconnection agreement processing timeline from 30 working days to 90 working days for large commercial or industrial customer-generators and requires these customers to pay for interconnection studies and upgrades.

• Repeals Section 2827.5 and makes conforming changes to wind energy co-metering provisions in Section 2827.8.
