Requires the Department of Corrections and Rehabilitation to notify local law enforcement agencies via the Law Enforcement Automated Data System (LEADS) not less than 45 days prior to the release of an inmate on unsupervised, nonrevocable parole, or as soon as practicable.

Mandates that LEADS notifications include comprehensive parolee information such as name, birth date, physical description, conviction offenses, residence address, contact officer details, photograph, fingerprint, and geographic coordinates of residence location.

Establishes that information transfer to local law enforcement must occur through computer-to-computer transfer in a format usable by desktop computer systems, with continual availability upon request.

Declares legislative intent that local law enforcement and county agencies should assist in providing released unsupervised, nonrevocable parolees with information about available services and facilitate their reintegration into communities within their jurisdiction.
