Expands the definition of "clinic" eligible to purchase and dispense drugs at wholesale to include outpatient settings accredited by recognized agencies and ambulatory surgical centers certified for Medicare, in addition to existing surgical clinics.

Requires all clinics to obtain a license from the California State Board of Pharmacy and maintain records of drugs purchased, administered, and dispensed for a minimum of three years.

Limits clinic drug dispensing to pain and nausea control medications in quantities not exceeding 72-hour patient needs, and restricts administration to drugs directly applied to patients for immediate medical needs.

Mandates clinics notify the board of address changes and report any proposed changes in ownership or beneficial interest at least 30 days prior to transfer.

Establishes that the board shall conduct inspections of clinics in accordance with existing regulatory procedures, with violations constituting crimes under pharmacy law.
