Requires the State Department of Public Health to license genetic counselors who hold a master's degree or above in genetics and pass a certification examination, with licenses valid for three years and renewable upon completion of 45 continuing education hours.

Establishes a temporary genetic counselor license valid for 24 months, available to applicants meeting all licensure requirements except the certification examination, with a $200 fee and requirement to work under supervision of a licensed genetic counselor or physician.

Allows the department to revoke licenses of genetic counselors who lose American Board of Genetic Counseling credentials or are convicted of felonies substantially related to the position, effective July 1, 2011.

Authorizes temporary licensing provisions to remain in effect until January 1, 2014, when permanent licensing regulations become operative.

Sets license and application fees at a maximum of $200.
