Authorizes state public lands management agencies to establish a discretionary permitting process for property owners whose defensible space requirements extend onto state public lands.

Requires agencies to post publicly available applications online and review complete applications within 45 days of submission.

Permits agencies to impose conditions or limitations on defensible space maintenance to minimize adverse environmental impacts including wildlife habitat, water quality, and sensitive species protection.

Allows qualified organizations (homeowners associations, fire safe councils, or fire protection organizations) to apply on behalf of multiple property owners.

Authorizes agencies to require liability insurance, bonding, and indemnification from applicants before issuing permits or approvals.
