Extends until January 1, 2013 the requirement that C-39 roofing contractors obtain and maintain workers' compensation insurance even without employees, previously set to expire January 1, 2011.

Allows the registrar to remove the C-39 classification from an active license instead of suspending it if the contractor lacks workers' compensation insurance coverage.

Requires automatic license suspension for any contractor whose C-39 classification was removed and who is later found to have employees without valid workers' compensation insurance.

Extends until January 1, 2013 the requirement for insurers to conduct annual payroll audits on C-39 roofing contractors and for the Insurance Commissioner's statistical agent to compile and report annual C-39 data.

Requires the annual report on C-39 contractors be provided to the Legislature in addition to the Insurance Commissioner.
