Adds Section 52052.3 to the Education Code to allow dropout recovery high schools to report results of an individual pupil growth model in lieu of other indicators as part of the Public School Performance Accountability Program.

Defines "dropout recovery high school" as a high school where 50 percent or more of pupils are designated as dropouts and provides instruction in partnership with federal Workforce Investment Act programs, Youthbuild, Job Corps, or California/local conservation corps.

Requires the Superintendent to certify proposed pupil growth models that measure learning using valid nationally normed or criterion-referenced reading and mathematics tests aligned with state standards.

Certified models must measure individual pupil growth above expected amounts based on initial achievement scores and demonstrate a school's ability to accelerate learning on an annual basis.

Findings establish that dropout recovery schools serve students with significant academic challenges and require alternative assessment mechanisms that accommodate competency-based, open-entry instruction rather than standardized testing dependent on fixed schedules.
