Establishes five Veterans Homes of California located in Yountville (Napa County), Barstow (San Bernardino County), Chula Vista (San Diego County), Lancaster (Los Angeles County), and Ventura (Ventura County), with an additional home in West Los Angeles (Los Angeles County).

Designates the Chula Vista Veterans Home as the "John Smith Memorial Veterans Home" and the Lancaster Veterans Home as the "William J. 'Pete' Knight Veterans Home."

Authorizes the Department of Veterans Affairs to complete preapplication processes with the United States Department of Veterans Affairs for construction of the homes.

Allows the department to use independent contractors for operations of the homes, except for overall administration and management.

Requires appointment of an administrator for each home or homesite, recommended by the Secretary of Veterans Affairs and appointed by the Governor, with salary subject to Department of Personnel Administration approval.
