AB 2311 Summary

• Requires the state air resources board executive officer to conduct three reviews of low-carbon fuel standard regulations, due by January 1, 2012, 2015, and 2018.

• Each review must assess regulation progress toward targets, compliance schedule adjustments, fuel technology advances, fuel availability, supply impacts, economic effects, public health impacts, air quality impacts, and regulatory barriers.

• Establishes a low-carbon fuel standard advisory panel including representatives from energy agencies, fuel providers, vehicle manufacturers, environmental organizations, academia, and public health organizations to participate in the reviews.

• Requires the executive officer to conduct the reviews through a public process with at least two public workshops per review prior to presenting findings to the state board.

• Directs the executive officer to propose any amendments to the low-carbon fuel standard regulations or other actions determined to be warranted based on the review findings.
