AB 2320 Summary

• Adds requirements to charter school petitions including descriptions of innovative teaching methods, how the school will provide competition to improve public schools, and procedures for ensuring racial/ethnic balance reflective of the district population

• Eliminates the ability for charter petitioners to appeal denied petitions or renewal denials to the State Board of Education; instead allows appeals of initial petition denials only to the county board of education

• Authorizes county boards of education to hear appeals of petition denials alleging procedural violations, and requires remand to the school district if a procedural violation is found by substantial evidence

• Repeals provisions allowing charter schools to be submitted directly to county boards of education for pupils whom the county office would otherwise serve directly

• Modifies charter renewal standards in Section 47607 and establishes appeal procedures for charter revocations by school districts to county boards and state board
