Expands multidisciplinary personnel teams to include CalWORKs case managers and social workers with child abuse prevention training, enabling them to share confidential information about child abuse, neglect, and child welfare services.

Allows multidisciplinary teams to disclose and exchange confidential records related to child abuse, neglect, elder abuse, and dependent adult abuse for prevention, identification, management, and treatment purposes, with testimony about team discussions remaining inadmissible in court.

Requires counties establishing computerized databases for child abuse/neglect information to install system controls monitoring access and detecting violations, with information usable only for prevention, identification, management, treatment, or provision of child welfare services.

Permits Los Angeles County database to include convictions of family members and persons living in a child's home for crimes involving child victims, accessible only to law enforcement, probation, and children's services, with records removed after 50 years.

Allows psychotherapists to release mental health information to county child welfare agencies when a patient presents serious danger of violence to a foreseeable victim, and permits disclosure of developmental disability and mental health records to multidisciplinary teams investigating child abuse or neglect.
