Expands the definition of "foreclosure consultant services" to include arranging or attempting to arrange audits of obligations secured by liens on residences in foreclosure.

Requires any person arranging or attempting to arrange such audits to register with the California Department of Justice and obtain a certificate to provide foreclosure consultant services.

Makes it a crime to arrange or attempt to arrange audits of foreclosure-related obligations without proper registration with the department.

Specifies that no state reimbursement is required because the act only changes the definition and scope of an existing crime under Government Code Section 17556.
