Expands the Reentry Advisory Committee from 15 to 22 members by adding representatives from community-based organizations and faith-based organizations with reentry experience in southern and northern California respectively.

Changes committee meeting requirement from "at least quarterly" to "upon call of the secretary" and removes travel expense reimbursement, requiring all members to serve without compensation.

Requires the Secretary of the Department of Corrections and Rehabilitation, in consultation with the committee, to apply for federal Second Chance Act grant funding and develop a comprehensive strategic reentry plan with annual and five-year performance goals aimed at reducing recidivism by 50 percent over five years.

Requires the secretary to apply for federal financial hardship exemptions for matching funds and submit progress reports to the Legislature and United States Attorney General detailing achievement of strategic reentry outcomes.

Extends the committee's operation from January 1, 2011 to January 1, 2016, when the section will be repealed unless extended by later legislation.
