Requires at least one of the 11 State Air Resources Board members to be a current or past small business owner, as defined in Government Code Section 14837, commencing January 1, 2011.

Small business owner requirement applies to members appointed under either the six-member qualified category or the five-member district representative category.

The small business owner membership requirement expires January 1, 2016, unless extended by later legislation enacted before that date.

After January 1, 2016, the requirement is removed and the board composition returns to the standard 11-member structure with no small business owner mandate.

Maintains existing qualifications for other board members, including requirements for automotive engineering, scientific, medical expertise, and representation from specific air pollution control districts.
