Authorizes the Contractors' State License Board to refuse to issue, reinstate, reactivate, or renew a contractor license, or suspend an existing license, for failure to resolve outstanding final liabilities assessed by the Board of Equalization (in addition to existing authorities for liabilities from other agencies).

Prohibits qualifying persons and licensed personnel from serving in any licensure-subject capacity while debts remain unsatisfied, though they may work as nonsupervising employees.

Suspends licenses of other renewable licensed entities that share the same personnel with unresolved liabilities until the debt is satisfied or the personnel disassociate from the entity.

Requires the registrar to mail preliminary notice at least 60 days before refusing or suspending a license, specifying the date the action will take effect.

Requires contractor license applicants to authorize the Franchise Tax Board to disclose necessary tax information to enable administration of these licensing provisions.
