Establishes the Volunteer Insured Dentists (VID) Program administered by the Dental Board of California to provide malpractice insurance coverage to volunteer dentists providing uncompensated care to low-income patients

Defines eligible volunteer dentists as those with active licenses in good standing with no disciplinary history who work through contracts with qualified health care entities (county health departments or government-operated clinics)

Defines low-income patients as those without dental coverage whose family income does not exceed 200 percent of the federal poverty level

Requires the board to conduct annual reports to the Legislature until January 1, 2015, including claims statistics, insurance premiums paid, indemnity payments, and defense costs

Funds the program from the State Dentistry Fund with unspecified amounts and terminates the program on January 1, 2016, unless alternative funding is identified
