Requires the Delta Stewardship Council to direct the Delta Independent Science Board to assess stressors affecting native fish populations in the Sacramento-San Joaquin Delta, Sacramento and San Joaquin rivers, and tributaries below central valley rim dams

Assessment must evaluate stressors including invasive species, nonnative species, water quality impairments, and predation on native species, in addition to State Water Project and federal Central Valley Project operations

Requires the Science Board to recommend changes in statute and actions by state agencies to remedy identified stressors as quickly as possible

Assessment must be completed during the course of developing and adopting the Delta Plan by January 1, 2012

Intended to protect and preserve existing native fish populations in the San Francisco Bay and Sacramento-San Joaquin Delta region
