Exempts county roads in unincorporated areas of Inyo County from the existing 3-mile limit on combined-use highway designations for off-highway motor vehicles, unless the California Highway Patrol Commissioner determines it would create a traffic safety hazard.

Allows Inyo County roads to be designated for combined use of regular vehicular traffic and off-highway motor vehicles to link existing roads with federal Bureau of Land Management and United States Forest Service trails and trailheads.

Makes legislative findings that Inyo County is a rural county of 10,140 square miles with only 2 percent inhabited land and 92 percent federally administered public lands, including Mount Whitney and Death Valley.

Requires local authorities or the Director of Parks and Recreation to notify the California Highway Patrol Commissioner before designating any highway segment for combined use and prohibits designation if the commissioner finds it would create a traffic safety hazard.
