Amends Penal Code Section 11167 to expand information sharing regarding child abuse and neglect reports to include cases involving serious emotional damage.

Allows investigators and licensing agencies investigating suspected child abuse or neglect to receive information relevant to reports made under Section 11166.05, which covers serious emotional damage to children.

Maintains existing confidentiality protections for mandated reporters, with identity disclosed only among investigating agencies, prosecutors, counsel, and licensing agencies investigating out-of-home care abuse or neglect.

Requires child protective services representatives to advise individuals under investigation of complaints or allegations against them while protecting reporter identity.
