Requires transfer units conducting oil transfers to provide containment equipment and supplies at transfer sites, and to preboom oil transfers unless determined unsafe or ineffective based on location-specific thresholds.

Increases the maximum oil spill prevention and administration fee from $0.05 to $0.06 per barrel of crude oil and petroleum products, with authority for annual adjustments based on the California Consumer Price Index.

Establishes a $3,000 fee per nontank vessel for certificate of financial responsibility applications, replacing the previous requirement for reasonable fees based on administrator costs.

Requires the State Lands Commission to report to the Legislature by March 1, 2011 on regulatory actions and statutory recommendations for offshore oil drilling safety, including redundant safety systems, blowout response plans, and best available technologies (provision repeals January 1, 2015).
