Requires health care service plan contracts and health insurance policies issued, amended, renewed, or delivered on or after September 23, 2010, to comply with federal Patient Protection and Affordable Care Act provisions regarding preventive services coverage and cost-sharing restrictions.

Mandates compliance with Section 2713 of the federal Public Health Service Act (42 U.S.C. Sec. 300gg-13) and any rules or regulations issued under that section, to the extent required by federal law.

Applies to both group and individual health care service plans under the Knox-Keene Health Care Service Plan Act and to group and individual health insurance policies regulated by the Department of Insurance.

Specifies that no state reimbursement to local agencies or school districts is required because costs result from the bill's creation of criminal penalties for willful violations.
