Requires the California Workforce Investment Board (CWIB), in collaboration with local workforce investment boards, to establish the California Youth at Work Program providing summer job training, work-based learning, and work experience for youth ages 14-24.

Automatically deems eligible for the program low-income youth and youth facing employment barriers, including those in foster care, CalWORKs families, homeless youth, youth with disabilities, and youth with dislocated worker parents; gives priority to military veterans and spouses under 24.

Program shall incorporate academic enrichment, work-based learning, work experience, and career pathways coordinated with existing workforce training programs, community colleges, apprenticeship programs, and occupational education to expose youth to key economic sector opportunities.

Requires minors under 18 to be paid at least state minimum wage and applicable overtime rates; allows wages or stipends for classroom-based summer employment components.

Only implements the program if the Director of Finance determines sufficient federal or state funds are available; authorizes CWIB to request necessary waivers from the U.S. Department of Labor.
