Amends Section 207 of the Welfare and Institutions Code to modify detention rules for out-of-state juveniles under the Interstate Compact for Juveniles.

Excludes out-of-state runaways being held pursuant to the Interstate Compact for Juveniles from the provision allowing detention for up to 24 hours to locate a parent or guardian.

Deletes existing state law provisions regarding maximum detention periods (24 or 72 hours) for minors whose parents or guardians reside outside the state.

Maintains existing requirements that counties record and report monthly to the Board of Corrections on all detentions under subdivision (b), including length of detention and reasons for necessity.
