Requires seven conservancies (California Tahoe, Sacramento-San Joaquin Delta, San Joaquin River, Baldwin Hills, San Gabriel and Lower Los Angeles Rivers and Mountains, San Diego River, and Coachella Valley Mountain) to submit biennial reports to the Legislature and Secretary of the Natural Resources Agency beginning January 1, 2012, and every even-numbered year thereafter.

Reports must include state and nonstate funding sources, land management and administrative costs, detailed project descriptions with expenditures, project schedules, progress toward statutory purposes, two-year priorities, partnership descriptions, and recommendations for additional resources.

Amends existing reporting requirements for the State Coastal Conservancy to align report submission dates with other conservancies and expand information on state and nonstate funding sources covering the two fiscal years preceding the report year.

Modifies Santa Monica Mountains Conservancy reporting to include information on fund disposition over two preceding fiscal years instead of one, and adds details on funding sources and progress toward watershed plan goals.

Changes Sierra Nevada Conservancy reporting timeline and requirements to match the biennial reporting structure, including funding sources, costs, project schedules, and partnership information.
