State Department of Public Health must assess federal grants available under the Patient Protection and Affordable Care Act for funding opportunities related to promotores (community health workers) in medically underserved communities.

Department, in consultation with the University of California, must inventory existing promotores programs in California administered by the state, local government, federally qualified health centers, or clinics.

Department must report findings and recommendations for attaining and maximizing federal funding to the Legislature's fiscal and health policy committees by April 1, 2011.

Assessment must rely on past research about promotores efficacy and the department is prohibited from conducting new research.

Promotores are defined as community health workers who provide culturally and linguistically appropriate health education, promotion, prevention, counseling, and referrals between communities and the public health care system.
