Requires handgun ammunition vendors to legibly or electronically record purchaser information (driver's license number, ammunition type/amount, signature, thumbprint, address, phone, date of birth) at time of sale, effective February 1, 2011, and maintain records for at least 5 years.

Prohibits ammunition vendors from sharing purchaser information with third parties or using it for purposes other than those required or authorized by law without written consent, except for law enforcement investigations and compliance purposes.

Requires vendors to provide written notice to local police chiefs or county sheriffs of intent to conduct business in the jurisdiction and obtain required regulatory or business licenses for ammunition sellers.

Allows handgun ammunition purchases over the Internet or through remote ordering if a California ammunition vendor initially receives and processes the transfer in compliance with the law.

Redefines "handgun ammunition" as ammunition in specified calibers (.22 rimfire through 7.65mm and 5.7x28mm), excluding blanks and antique firearm ammunition, and imposes misdemeanor penalties for violations.
