Expands authorized uses of the Forest Resources Improvement Fund to include implementing approved forest management plans and funding public education, restoration, research, and monitoring activities for demonstration state forests.

Broadens revenue sources deposited into the fund to include all revenue from activities within state forest boundaries, including leases, rent, fees, firewood, and permits, in addition to existing loan repayments and forest product sales.

Creates a reserve in the Forest Resources Improvement Fund that accrues when fund balances exceed appropriated expenditures, to be used for funding shortfalls in specified programs if General Fund revenue decreases.

Designates seven eligible programs for funding from the Forest Resources Improvement Fund reserve: pest management, state nurseries and seed banks, forest improvement, urban forestry, vegetation management, fire and resource assessment, and conservation projects including the Forest Legacy Program.

Authorizes the director to accept grants, donations, and mitigation funds for wildfire-related environmental damages to be deposited into the Forest Resources Improvement Fund.
