Amends Health and Safety Code Section 33420.1 to include soft-story buildings as eligible for seismic retrofit funding through redevelopment agencies.

Defines "soft-story building" as a wood frame, multiunit residential building constructed before January 1, 1978, with ground floor parking or open floor space creating weak wall lines.

Requires soft-story buildings to meet the most current edition of the California Building Code (Part 2 of Title 24) for seismic retrofit standards.

Establishes that redevelopment agencies may use project area funds to provide seismic retrofits for soft-story buildings consistent with local, state, and federal law.
