Requires charter school petitions to be signed by at least one-half of the estimated teachers AND at least one-half of the estimated classified employees for new charter schools, rather than allowing either signature group separately.

Requires petitions to convert existing public schools to charter schools to be signed by at least 50% of both permanent status teachers AND permanent classified employees currently employed at the school being converted.

Petitions for new charter schools may still alternatively be submitted with signatures from parents or legal guardians equivalent to at least one-half of estimated first-year enrollment.

Adds requirement that charter petitions include a prominent statement explaining what signatures mean for parents, teachers, and classified employees regarding their meaningful interest in the charter school.
