Establishes liability for actual damages, reasonable attorney's fees, and court costs for any person violating service members' rights regarding credit agreements, court proceedings, interest liabilities, eviction proceedings, contracts, mortgages, leases, life insurance policies, taxes, and health insurance policies.

Waives filing fees and court costs for service members or other persons seeking to enforce rights under the Military and Veterans Code.

Requires courts to set hearings on relief petitions filed by service members within 25 days of filing, unless good cause is shown to extend the date.

Limits interest rates to 6 percent per year on obligations incurred by service members before military service, unless the court finds the service member's ability to pay higher interest is not materially affected.

Prohibits eviction or distress of premises occupied by service members' dependents during active military service and for 30 days after release, except by court order.
