Amends Section 923 of the Insurance Code to require the insurance commissioner to notify insurers of changes to financial statement blanks electronically rather than in writing

Maintains existing requirement that insurers use statement blanks and instructions adopted by the National Association of Insurance Commissioners (NAIC) for annual and quarterly filings

Preserves the commissioner's authority to make changes to statement forms and filing methods to better elicit accurate financial condition information from insurers

Changes notification method from written to electronic communications while keeping all other regulatory requirements for insurer financial reporting unchanged
