Requires school districts of choice to give first priority for transfers to siblings of pupils already in attendance, and second priority to English learners, pupils with exceptional needs, and pupils eligible for free and reduced price meals.

Establishes a lottery system within priority groups when the number of eligible pupils exceeds available spaces at a particular school.

Allows school districts of residence with over 50,000 average daily attendance to limit outgoing transfers to 1 percent annually; districts with under 50,000 may limit to 3 percent annually and 10 percent total over the program's duration.

Permits county superintendents to restrict additional transfers into a district if those transfers would cause the district to lose fiscal stability and receive a qualified or negative budget certification.

Requires school districts of choice to enroll transferring pupils in schools with higher Academic Performance Index scores than their previous schools.
