Secretary of the Natural Resources Agency required to convene a committee to develop and submit a strategic vision for the Department of Fish and Game and Fish and Game Commission to the Governor and Legislature before July 1, 2012.

Committee membership includes the Secretary of the Natural Resources Agency, Director of Fish and Game, president of the Fish and Game Commission, chair of the State Energy Resources Conservation and Development Commission, a University of California representative, and optional representatives from federal fish and wildlife agencies.

Strategic vision must address capacity improvement, biodiversity management, ecosystem functions, sustainable harvest opportunities, permitting and enforcement, science integrity, public education, 21st century challenges including climate change and renewable energy, technology development, budget management, inter-agency coordination, governance reforms, and stable funding strategies.

Committee authorized to contract with consultants to assist in preparation, with all contracts terminating no later than December 31, 2011, and exempt from standard public contract code requirements.

Governor or committee shall appoint a citizen commission, stakeholder advisory group, and other groups representing diverse interests including fishing, hunting, conservation, recreational users, landowners, and scientific organizations to provide input on the strategic vision.
