Amends the definition of "in-state renewable electricity generation facility" to expressly include facilities using a combination of renewable resource technologies rather than single technologies only

Removes the separate definition of "dual renewable energy device" and incorporates combination technology eligibility directly into the renewable electricity generation facility definition

Specifies that eligible renewable technologies include biomass, solar thermal, photovoltaic, wind, geothermal, fuel cells using renewable fuels, small hydroelectric (30 megawatts or less), digester gas, municipal solid waste conversion, landfill gas, ocean wave, ocean thermal, tidal current, or any combination thereof

Renumbers subsections (c) through (g) to (b) through (f) following removal of the "dual renewable energy device" definition

Maintains all other requirements and criteria for in-state renewable electricity generation facilities, including location, interconnection, environmental quality standards, and accounting system participation
