Increases the minimum number of priority industry categories selected by the Department of Toxic Substances Control from 2 to 4 every 2 years, to be identified by SIC Code for hazardous waste source reduction programs

Requires at least one selected category to consist primarily of small businesses and at least one category to consist primarily of businesses affected by the department's actions regarding chemicals of concern in consumer products

Mandates the department establish technical assistance and outreach programs for each priority category, including workshops, educational materials, training manuals, and resource lists to promote source reduction measures

Requires direct communication between department staff and representatives of 80 percent of companies in large or technically complex industry categories

Directs the department to coordinate activities with industry associations, CUPAs, small business development corporations, and other regional environmental programs
