Preserves remedies available under the former Private Postsecondary and Vocational Education Reform Act of 1989 for actions commenced between July 1, 2007 and January 1, 2010, excluding claims to the Student Tuition Recovery Fund.

Creates separate definitions of "graduates employed in the field" for apprenticeship programs approved by the Division of Apprenticeship Standards, requiring 60 days of gainful employment within six months of graduation.

Establishes distinct definition of "graduates employed in the field" for nursing occupations with Board of Registered Nursing licensure requirements, requiring 60 days of gainful employment within six months of passing the National Council of State Boards of Nursing Licensure Examination.

Maintains existing definitions for job placement rate calculations based on graduates employed in positions where skills from the institution are required or provide significant advantage.
