• Extends the sunset date for the California Technology Agency from January 1, 2013 to January 1, 2015, allowing continued operation of state information technology governance functions.

• Requires each state agency and state entity (where the Governor appoints the head) to establish a chief information officer position subject to approval by the California Technology Agency, with responsibility for overseeing information technology portfolios and ensuring compliance with state IT policy.

• Establishes information security officer positions in state agencies and entities, reporting to their respective chief information officers, to manage information security and privacy protection.

• Transfers telecommunications and public safety communications functions from the Department of General Services to the California Technology Agency, and consolidates information security functions under the California Technology Agency while establishing the Office of Privacy Protection within the State and Consumer Services Agency.
