Establishes regulatory framework for pet insurance in California, defining it as individual or group insurance policies covering veterinary expenses and adding it to the state's miscellaneous insurance category.

Requires pet insurers to disclose to consumers whether policies exclude coverage for preexisting conditions, hereditary disorders, or congenital anomalies, and any limitations on coverage such as deductibles, waiting periods, or annual/lifetime limits.

Mandates pet insurers disclose on their websites and in policies how they determine claim payments, including benefit schedules and usual and customary fee limitations, effective for policies marketed, issued, amended, or renewed on or after July 1, 2011.

Requires pet insurers to disclose whether they reduce coverage or increase premiums based on claims history from prior policy periods.

Directs the Department of Insurance to maintain and publish on its website a list of insurers offering pet insurance in California, their products, authorized general agents, and links to company profiles.
