Amends Section 366.24 of the Welfare and Institutions Code to make technical and clarifying changes to tribal customary adoption procedures for Indian children.

Specifies that tribal designees conducting home studies must be authorized to request Child Abuse Central Index searches and state/federal criminal background checks through the Department of Justice.

Clarifies that if a tribe conducts its own home study, the public adoption agency with placement and care responsibility shall perform the required criminal background checks through the Department of Justice.

Requires individuals denied criminal background clearance to receive a copy of their criminal offender record information from the Department of Justice upon written request.

Directs the Judicial Council to study tribal customary adoption provisions and report findings to the Legislature by January 1, 2013, with the entire section set to expire January 1, 2014 unless extended.
