Expresses legislative intent to require the Department of Industrial Relations to establish an advisory committee of employers, injured workers, doctors, and other stakeholders when setting assessments and surcharges under Labor Code Sections 62.5 and 62.6.

The advisory committee would provide input on employer surcharges deposited into the Workers' Compensation Administration Revolving Fund, Uninsured Employers Benefits Trust Fund, Subsequent Injuries Benefits Trust Fund, and Occupational Safety and Health Fund.

Removes proposed amendment that would have required Department of Industrial Relations regulations for surcharge collection to comply with the Administrative Procedure Act rulemaking provisions.
