Requires nonattorney surrogacy facilitators to direct clients to deposit all funds into either an independent, bonded escrow account or an attorney-maintained trust account.

Prohibits nonattorney surrogacy facilitators from having financial interests in escrow companies holding client funds and prevents them from being agents of such companies.

Restricts client fund disbursement to amounts specified in both the assisted reproduction agreement and fund management agreement, with exceptions for payments directly to medical doctors or psychologists for their services.
