Establishes the Green Technology Zone Pilot Program for a 10-year period, limited exclusively to the City of Elk Grove and the City of Livermore.

Authorizes participating cities to designate green technology zones and adopt local measures to suspend building codes, reduce permit fees, streamline permitting, and create additional incentives without preempting state law.

Provides tax credits including a credit for sales or use tax paid on qualified property purchases and employment tax credits ranging from 50% of qualified wages in year one to 10% in year five for qualified employees.

Grants a 5% preference to California-based companies located in green technology zones for state solicitations exceeding $100,000 and allows state and local agencies to lease land below fair market value if serving a public purpose.

Requires individuals and businesses receiving incentives to enter agreements with education or training programs serving persons under 22 years old in clean technology, renewable energy, or energy efficiency fields.
