Requires school districts maintaining grades 9-12 to offer advanced placement courses in mathematics and science at each high school that did not offer any AP courses during the 2011-12 school year, beginning with the 2012-13 school year.

Exempts school districts from this requirement if an advanced placement teacher is not available or fewer than 10 pupils would enroll in a particular AP course.

Directs school districts to consider alternative means of providing AP courses, including high-quality online AP courses and contracts with other school districts to provide online courses to pupils.

Establishes requirements for online AP courses, including that courses must contain identical subject matter to classroom-based courses, be taught by instructors with appropriate credentials who teach or recently taught the same course in a classroom setting, and maintain teacher-to-pupil ratios equivalent to classroom-based AP courses.

Provides that if the Commission on State Mandates determines this act imposes state-mandated costs, reimbursement to local agencies and school districts shall be made pursuant to existing statutory procedures.
