Requires the Public Utilities Commission to open a ratemaking proceeding to reexamine how natural gas surcharges are allocated among different ratepayer classes.

Mandates the commission consider job creation, job retention, and job training when reviewing the surcharge allocation.

Requires the commission to report to the Legislature two years after implementing any revised allocation (for gas-only utilities) on whether the changes affected job creation, job retention, and job training.

Removes the previous requirement that large commercial and industrial customers pay only 25% of the surcharge rate applied to other customers.
