AB 2443 Summary

• Requires the state point of contact for trade matters to provide copies of any official positions or comments from the executive branch regarding pending trade agreements to legislative committees within five business days.

• Establishes the Sister State Relationship Act of 2010, authorizing the Legislature (by concurrent resolution) or the Governor (by executive order) to initiate Sister State relationships with foreign nations or jurisdictions.

• Designates the Office of Planning and Research to certify Sister State relationships that meet specified criteria, including mutual interest, designated contact persons, written goals and objectives, and compliance with federal restrictions on countries with inhumane treatment records.

• Requires the Office of Planning and Research to maintain and update a list of all certified Sister State relationships within 30 days of any changes, including identification of the Sister State, dates, contact persons, and goals.

• Authorizes the Office of Planning and Research to decertify Sister State relationships if the foreign jurisdiction subsequently appears on the U.S. Department of State list of countries that condone inhumane treatment.
