Allows students to complete a career technical education course as an alternative to visual or performing arts or foreign language requirements for high school graduation, effective from 2011-12 school year through June 30, 2016

Requires school districts offering career technical education courses to fund them within existing resources without state supplemental reimbursement

Mandates that school districts notify parents, teachers, students, and the public about how offering career technical education affects course availability and eligibility for University of California and California State University admission

Requires the State Department of Education to report to the Legislature by January 1, 2015, on student enrollment numbers, course availability, alignment with workforce needs, and impact on arts and foreign language courses

Reverts graduation requirements back to visual or performing arts or foreign language courses only (without career technical education option) effective July 1, 2016, unless the Legislature extends the provision
