Adjusts maximum Cal Grant A and B awards for students attending nonpublic institutions to equal the tuition award level established in the Budget Act of 2009, with annual adjustments based on the Consumer Price Index.

Modifies the maximum Cal Grant B access award to be adjusted annually by the Consumer Price Index inflation factor, with a floor preventing decreases if the index declines.

Establishes the maximum Cal Grant C award as the sum of tuition/fee and book/supply award levels from the Budget Act of 2009, adjusted annually by Consumer Price Index changes with no decreases allowed.

Removes prior language that would have increased Cal Grant A and B awards for University of California and California State University students to include campus-based fees.
